erry has been leading and supporting transformation and major organizational change for governmental agencies, as well as non-profit and commercial enterprises. Among the relevant roles that he has performed are CEO Executive Director, COO and Head of Ministries for non-profit organizations; Division Director for technology planning and state Project Management Office, Asst. Division Director / Director Office of Change Management State Division of Families and Children Services; Senior Industry Leader, Director of Project Management and Global Manager of Service Quality and Customer Loyalty for IT Services of global IT and government consulting companies.

As a Senior Member of ASQ, he is a member of the ASQ Government Division leadership team and a member of the Center for Quality Standards. He participated in the editing of the new ANSI/ASQ Guidelines for Evaluating the Quality of Government Operations and Services and is among the first ASQ Designated Evaluators for the standard.

Kerry holds certifications as Certified Manager of Quality and Organizational Excellence and Certified Quality Auditor from ASQ, Project Management Professional from PMI and Organization Change Management from PROSCI. He received a Masters of Business Administration from the Goizueta School of Business at Emory University.
 
Dr. Mahmoud (known as Dr. 3M) has 20 years of academic teaching experience in US, Canada, Egypt and Kuwait, followed by 24 years of experience in the area of strategic planning and performance management in both government and private sectors. He obtained his Ph.D. MS and MA from University of Pennsylvania. He assumed several senior positions and served as the Advisor for three Saudi Ministers (Health; Labor; and Economic and Planning.) He established and led the first Office of Strategy Managemnt (OSM) in the Saudi government, which was awarded the Palladium Hall of Fame Award for developing and deploying strategy.

Dr. 3M has led more than 60 strategic planning and performance management projects using Balanced Scorecard methodology. He also developed the first computerized business simulation game in 1986 and the first microwolrd model of a university using the System Dynamics methodology. He led several major consulting assignments including the development of a framework for assessing the enterprise maturity in the area of strategic planning and performance management which he used to assess 33 major government agencies in Saudi Arabia.

Gary Cokins is an internationally recognized expert, speaker, and author in enterprise and corporate performance management improvement methods and business analytics. He is the founder of Analytics-Based Performance Management, an advisory firm located in Cary, North Carolina at 
www.garycokins.com . Gary received a BS degree with honors in Industrial Engineering/Operations Research from Cornell University in 1971. He received his MBA with honors from Northwestern University’s Kellogg School of Management in 1974.

Gary began his career as a strategic planner with FMC’s Link-Belt Division and then served as Financial Controller and Operations Manager. In 1981 Gary began his management consulting career first with Deloitte consulting, and then in 1988 with KPMG consulting. In 1992 Gary headed the National Cost Management Consulting Services for Electronic Data Systems (EDS) now part of HP. From 1997 until 2013 Gary was a Principal Consultant with SAS, a leading provider of business analytics software.

Gary’s public sector clients have included the International Monetary Fund (IMF), King County (Seattle WA), European Patent Office, and the US Army. His three most recent books are Performance Management: Integrating Strategy Execution, Methodologies, Risk, and Analytics, Predictive Business Analytics, and Value-Based Management in Government. His books are published by John Wiley & Sons. 

April D. Harrison, Strategic Performance Manager for the Cleveland Airport System (CAS). The CAS is owned and operated by the City of Cleveland in Ohio U.S.A and comprises both Hopkins International and Burke Lakefront airports. In this role, Ms. Harrison, who is also a certified Lean Six Sigma Black Belt, works to improve processes that support timely and positive performance outcomes which, in turn, facilitate best-in-class operational initiatives. Prior to joining the CAS in 2009, Ms. Harrison was an administrator for the City of Cleveland’s Finance Department. 

Ms. Harrison began her career at Vocational Guidance Services as a Program Coordinator, where she managed the performance of several grant-funded programs, as well as developed and executed various supporting initiatives.  Additionally, Ms. Harrison was afforded the opportunity to serve on the Board of Examiners with the Partnership for Excellence and in that capacity she participated in the administration of the Baldrige assessment process for the states of Ohio, Indiana, and West Virginia. 

Ms. Harrison earned a Bachelor of Arts (B.A.) degree in Psychology from the University of Michigan in Ann Arbor and also holds a Master of Public Administration (M.P.A.), which she received from Cleveland State University. Ms. Harrison has been invited to speak at various forums including the Customer Experience Global Summit with Airport Council International in Halifax, Nova Scotia and Bali, Indonesia. Ms. Harrison’s professional affiliations include: North East Ohio Lean Six Sigma, Society for Human Resource Management, American Society for Quality, and the Airport Minority Advisory Council. Service driven, Ms. Harrison is a member of Alpha Kappa Alpha Sorority, Inc. and engages with the Airport Angels, a philanthropic group that raises money and donates items for charitable organizations in the Greater Cleveland Area. Additionally, April volunteers with Faith Tabernacle UHC where she serves in various capacities, including the Superintendent of education. Going further, Ms. Harrison has a passion for traveling and attending theatrical performances.

Dan Zeigarnik currently serves as the Director of Lean Strategy for the Massachusetts Bay Transit Authority (MBTA)-- a public transit agency 11,000 employees and an annual budget of 2.1 billion dollars. In that role, Dan oversees the strategic and analytical team charged with empowering employees at all levels of the organization to identify and implement process changes in order to work safety and efficiently. 

Prior to his role at the MBTA, Dan has almost a decade of experience in management and consulting roles in both the private and non-profit sectors. He is passionate about organizational capacity building, process improvement, and using data to solve problems. Dan holds a Masters in Business Administration (MBA) from Boston University and a Bachelor of Arts from Wesleyan University.
